Internet sayı kaynakların kendi yönlendirilebilir blok yani organizasyonlar büyük miktarda gerekir LİR haline gelmelidir.RIPE NCC hizmet bölgesinde yasal olarak kurulan ofis ile herhangi bir organizasyon, bir LİR olabilir.
Internet sayı kaynakların daha az sayıda gerekiyorsa, öncelikle ülkede bizim üyelerinden biri başvurmalısınız.Yani eğerki kısıtlı sayıda ip’lere ihtiyacınız var ise zaten üyeleri olan firmalara başvuru yaparak gerçekleştirebileceğinizi belirtmektedir.
Dış (Public) IP talebi yapmak için doldurmanız gereken “Örnek IP Talep Formu” aşağıdaki gibidir. Form içerisinde “Kırmızı” renk ile işaretlenmiş bölümleri kendi bilgileriniz ile güncellenmeniz gerekmektedir.

Overview
This document contains the set of templates to be used when submitting
an IP assignment request. This set of templates must be used by
Local Internet Registries when submitting a request to the RIPE NCC.
It may also be used by ISPs to collect information from those managing
the networks that will use the address space. Instructions for filling out
the templates are found in the accompanying document “Supporting
Notes for the European IP Address Space Request Form ( ripe-219).
Requesters: Submit the form via e-mail to
“<hostmaster@ripe.net>.” (If the ISP is not a Local Internet Registry ,
the form should be submitted to the upstream provider.)
Network Administrators: Send the form to the Internet Service Provider
from which you received it.
Warning (If submitted to the RIPE NCC): Requests that are sent to
the RIPE NCC which lack a proper Registry Identifier
(X-NCC-RegID) will be returned to the sender. Please include the
Registry Identifier in the header of the message or at the top of this
form. Further, any modifications to the templates may result in a
delay in handling.
